HOW WE FIND ZONE PRICES AND OBJECTIVE PROPERTY VALUE!

Through the application, which was created with the cooperation of the Ministry of Finance and the Ministry of Digital Governance, and in particular the General Secretaries of Economic Policy Mr. Christos Triandopoulos and Public Administration Information Systems Mr. Dimosthenis Anagnostopoulou, all the zones of the system of objective determination of real estate values ​​are mapped – for the first time – on a digital, satellite map of Greece.

For the development of the digital map, the use of GIS (Geographic Information System) technologies was exploited, including the new areas – extensions and new zones – that were included in the system of objective determination of real estate values ​​by the Independent Appraisal Department and Determination of Property Values ​​of the General Secretariat of Economic Policy, in collaboration with the competent services of the General Secretariat of Public Administration Information Systems.

Thus, the citizen with a very simple and fast way, without requiring the use of codes to enter the application, he now has the possibility, by writing only the address of the property or the postal code, to search and precisely locate the zone he is interested in and obtain all the information, the which, until now, was only included in the respective tables and paper excerpts of maps of the previous ministerial decisions setting zone values.

Also, thanks to the multiple technologically advanced capabilities of application, additional features are provided to:

– Display all values ​​on a single map, so that area values ​​can be compared to draw useful conclusions.
– Map the zones of the objective determination of real estate values ​​with their unique coding on the satellite map of Greece.
– Calculation of the current objective value for properties within the city plan or settlement boundaries and within the system of objective determination of real estate values ​​by entering calculation parameters . Zone values, mapped at zone level, refer to the value of newly built first floor property fronting a street. Analogously, through the application of recording the characteristics of each residence (age, facades, etc.), each citizen can calculate the current objective value of his property, choosing the facade and filling in the necessary information.
– Information , at the push of a button, on how the new objective values ​​will be formed from 1/1/2022.
– Locating a zone on the map with all its digitized elements and immediately identifying the off-plan or out-of-system areas objective determination of real estate value until their inclusion.

Within the coming months, the enrichment of the system is expected, both with the digitization of the remaining forms for determining the objective value of real estate and with the introduction of digitized data, such as urban planning building factors and commerciality factors, in order to fully automate the calculation of real estate values.

The Ministry of Finance, in collaboration with Ministry of Digital Governance, with this new application remains consistent in its commitments for the digital restructuring and upgrading of the system of objective determination of real estate values.

In this direction, the the second phase of the reform includes the development and implementation of an Information System for Mass Valuations of Real Estate Values ​​with the creation of an estimation model, which will take into account and simulate the prevailing conditions of the real estate market and market trends, based on statistical methods of data management and analysis , in accordance with European and international best practices.

In this context, the preliminary work has already begun, which is proceeding at an intensive pace, with the aim of our country to acquire a modern system of objective determination of real estate values ​​that will be harmonized with market developments and create the conditions so that real estate taxation ensures the dual goal of social justice and economic efficiency.

Through this application, the zone values ​​of the country’s properties that are within the objective value calculation system are immediately found, and then there is the immediate possibility of calculating the objective value of the property used for the transfer real estate due to sale, gen. provision, etc., of specific general categories of real estate, but not of the value with which the supplementary tax of ENFIA is calculated.  

The application works HERE, with the following more specific instructions for its use:

  1. Circular zones are shown in red color, linear ones in >orange(at a scale of 1:36,000 or larger) and labeled Zone Name-Price (€/sq.m).  The zone price refers to a newly built first floor flat of usual location and construction fronting a road.
  2. Toggling between the zones of the 2018 update and the 2021 update is done via the relevant SQUARE button on the left which indicates the date either 2018 or 2021.
  3. To locate a zone of the objective system, enter an address, place name or zone code in the search field and press the magnifying glass to focus on the zone of interest.
  4. Selecting a zone, at a scale of 1:72,000 or larger, a window appears with the information of the zone, the corresponding Table and Map of the Official Gazette of the Objective System and the updated commerciality coefficients. The updated zone value is displayed on the map.
  5. The form-specific property transfer fair value calculation application is activated by the relevant button on the top right. After selecting the property on the map, as you fill in the necessary information, the objective value appears in the title of the window. This application is purely informative.
