POMIDA informational events in Northern Greece, February 26-29, 2024

POMIDA carried out a series of informative events and contacts in Northern Greece and Thessaly from February 26 to March 1, 2024 in collaboration with the local its unions and local bodies (TEE Thrace and Bar Associations), for the information of property owners but also lawyers, notaries, engineers, tax experts, brokers, insurers, etc., in view of the recent legislative developments concerning private real estate, real estate leases, real estate transactions, land registration, construction, capital and income taxation and home insurance.

2ND REAL ESTATE EXPO NORTH!

Thessaloniki is preparing to experience a dynamic three-day exhibition from 10 to 12 November 2023, with the organization of the 2nd Real Estate Expo North, at the International Exhibition & TEF – HELEXPO Conference Center, in stand 16.

The Real Estate Expo North is the only real estate and investment fair, giving domestic and international investors the opportunity to explore the real estate market in Northern Greece. In parallel with the organization of the 38th Philoxenia – Hotelia, the international hospitality exhibition for hotel, restaurant and catering professionals, participants will have the opportunity for networking and professional agreements.

POMIDA REQUEST FOR EXTENSION OF DEADLINES FOR DECLARING EXPIRATION OF LEASES AND CORRECTION E9!

POMIDA sent a request to AADE for the extension of two important deadlines that are of interest to property owners and expire on 30.6.2023, with an immediate response from AADE, since with the No. A1092/2023, the decision of the Governor of Mrs. Giorgos Pitsilis was extended by one month, i.e. until the end of the deadline for submitting tax returns (31.7.2023), the deadline for declaring the end of real estate leases.

POMIDA: IMMEDIATE REVOCATION OF THE IMPOSITION OF RETROSPECTIVE MUNICIPAL FEES OF THE 20TH CENTURY!!!

Extortion of retroactive municipal fees even since… 1958 imposed by the Ministry of the Interior and the Municipalities on property owners who during the transfer of properties the engineers discover some undeclared square meters, with the sudden cryptic amendment of the regulation for Municipal revenues passed by law 5027/2.3.23.

A few weeks before the national and the municipal elections, but also on the eve of the announcement of the “electronic property transfer file”, the relevant ministry and the mayors chose to surprise the property owners, by juggling quickly replacing during the debate in Parliament the regulation that had been put to consultation and submitted for voting with another completely opposite arrangement, with which they established the essentially inalienable nature of such debts, violating every concept of rational and good administration, and imposing retroactive charges of a confiscatory nature on unsuspecting citizens.

MINISTER: YES TO POMIDA’S REQUEST FOR UNILATERAL SETTLEMENT AND AMENDMENT OF HORIZONTAL OWNERSHIP CONSTITUTION!

Another firm and persistent request of POMIDA is finally satisfied by the political leadership of the Ministry of Foreign Affairs and opens the way for many thousands of “blocked” notarial acts (purchases and parental benefits) throughout the country.

With the provision of article 232 of the draft law submitted to the Parliament on 1.3.2023 entitled “Renaming the Energy Regulatory Authority etc.” is given the option of both the urban development (subordination) and the modification of the composition of the horizontal ownership of apartment buildings by the interested co-owners regarding any difference in area between neighboring properties, without requiring the cooperation of the other co-owners of the entire building, which in practice is unfortunately unattainable. 

We also note that POMIDA’s request not to require the co-owners of the entire building to amend the deed of horizontal ownership is still pending and when the deviation of the actual dimensions of a of horizontal ownership does not exceed 2% of its floor plan area.

POMIDA’S PROPOSALS FOR THE HOUSING BILL IN PARLIAMENT!

Three proposals of POMIDA to increase the supply of housing were presented by the president of the Federation, Mr. Stratos Paradias, during his intervention today in the competent Social Affairs Committee of the Parliament where the s.n. is discussed of the Ministry of Labor and Social Affairs “My house – housing policy for young people”.

Mr. Paradias stated that the bill in the right direction, because it does not adopt rent-based, but substantive measures, but it requested in addition:

  1. Reduction of income tax on principal residence rents by ten units and on three applicable tax brackets, so that taxation is not only fairer, but also an irresistible incentive for housing to be made available for permanent, instead of short-term, rental.

POMIDA: THE EXTENSION OF THE 3% CEILING ON COMMERCIAL LEASES IS UNILATERAL AND SOCIALLY UNFAIR!

POMIDA considers the extension of the 3% ceiling on commercial leases for 2023 to be “unilateral and socially unfair”, with a letter to the Prime Minister and the competent Minister of Development Adonis Georgiadis. POMIDA protests because the measure was announced without any previous discussion with the owners, and without any counterweight in their favor, when on the side of the professionals favored by this regulation, a lot of wealthy providers have been received and are being received measures to strengthen them.   

POMIDA believes that instead of prolonging this unfair and dangerous measure, the best direct and effective intervention that the government can and should do of the tenants, it is finally the drastic rationalization of the tax burden on small and medium owners of rented commercial properties and not the continuous taking of unilateral measures against them!

POMIDA: EXPRESS “CONFIDENCE” FOR THE UNCOLLECTED ANCIENTS AND THE RELEVANT LAND REGISTRATION FEES!

Explicit “Disclaimer” for the uncollected old fixed fees of the pilot programs (20-35 euros) and the proportional Land Registry fees (1 o/o up to 900 euros) POMIDA requested in a letter to the staff of the Ministry of Digital Governance responsible for the Land Registry, in consultation with the financial staff of the Government.

In the letter it is emphasized that the property owners are concerned because the procedure for collecting the above fees has recently been updated by law, while there is neither practical, but above all no “political” possibility, by any government, to collect in any way these unfair and effectively time-barred debts , since most of the properties have already gone to new owners who are not related to them.

ENIATH: REDUCTION OF MUNICIPAL CLEANING-LIGHTING FEES OF THESSALONIKI FOR 2023!

En.I.ATH requested a reduction of the municipal cleaning and lighting fees of the Municipality of Thessaloniki in a letter to the Mayor of Thessaloniki Mr. Konstantinos Zervas for the year 2023, adding that the reduction this is completely possible for three specific reasons:

  1. POMIDA’s proposal to the Government for the voluntary declaration of undeclared legalized areas has already been adopted and implemented two years ago of buildings without retrospectives, with the result that the Municipality of Thessaloniki collects increased revenues from the declared millions of square meters of buildings that now pay municipal fees,
  2. With the recent increase in property values, revenues from TAP also increased and

  4. Since the implementation of the Municipality’s program for municipal lighting with almost zero-consumption LED lamps, the cost of municipal lighting has already been significantly reduced, and will be reduced even more with the implementation of energy-saving measures in the municipalities.
