SUBJECT: Request for extension until 30.6.2021 of the parallel validity of the engineer’s certificate with the Building ID & of the start of imposing sanctions for failure to mention PEA in real estate ads.

Dear Minister, Deputy Ministers, Happy New Year and everyone!

Warm congratulations and good luck in your new duties at the Ministry of Environment and Energy, the assumption of which coincides with two important changes in the Real Estate Market:

The launch of the Building Identity and the mandatory listing of the energy class of every property that is publicly advertised for sale or simple lease.

And in both cases a prerequisite is on the one hand the issuance of an Energy Performance Certificate (PEA) for each building and on the other hand the preparation of all involved, i.e. the professionals – engineers in the first case, brokers in the second and the owners in both – for their compliance with the new provisions. At the same time, the field of illegals is also involved here, given that now the process of settling them requires as its final stage the submission of a Building Identity.

But because: -Neither experience in creating and submission of a Building Identity does not exist, nor can it be obtained by a significant number of engineers of the whole country in a single month, as long as the transitional monthly period that was announced is, -Nor is it possible, with closed public services in the midst of a pandemic and permanent quarantine, to conducting autopsies and collecting so many supporting documents for the issuance of PEA and Identity, -Nor has information and preparation been done for the owners, brokerage offices and online platforms for the issuance and posting of tens of thousands of PEA, the inevitable result will be the collapse of all kinds of real estate transactions at the country’s notary offices as well as the entire Real Estate Market, since the country’s online platforms will have to unblock hundreds of thousands of posted sales and lease ads, until the corresponding PEAs are gradually issued. 

For these reasons, we request your intervention for the immediate establishment of an absolutely necessary six-month transitional period until 30.6.2021, parallel validity of the engineer’s certificate with the Building Identity but also the introduction of sanctions for not mentioning PEA in real estate advertisements, so that the Real Estate Market is not paralyzed and transactions on real estate are negatively affected, which already have enough bureaucratic obstacles and do not need more.
