The Development of Athens S.A. in the framework of the implementation of Action “SUB3A. Social housing for the most vulnerable groups – Municipality of Athens” invites the owners of houses located in the administrative boundaries of the Municipality of Athens to submit an application to participate in the pilot subsidy program for the renovation of old houses for social housing.
Action “SUB3A. Social housing for the most vulnerable groups – Municipality of Athens” (OPS code TA 5215680) aims to provide housing support to vulnerable categories of the population who live in the Municipality of Athens and are in housing danger, through the renovation of the inactive housing stock and its inclusion in a network of affordable housing.
The pilot program supports homeowners for work, materials and other services, so that these homes can be made available to beneficiaries of the social housing program, with a reduced rent compared to the average rental price . In particular, the Program concerns the assistance to owners of houses, which belong to the Municipality of Athens, for their energy upgrading/renovation/repair, with the aim of making them available for rent to population categories that are in housing insecurity, in accordance with the conditions of the pilot program.
The beneficiaries of the Program are owners or usufructuary of real estate with residential use for one (1) or more of their properties, provided that:
– they own or usufruct the property by a percentage equal to or greater than fifty percent (50%),
– the property has an area of thirty-five (35) to one hundred and twenty (120) square meters (sq. m) and is located in residential area,
– the property is legally existing and not demolishable
– the property has not been declared as a first residence, has not been declared as rented and is declared as vacant on the accompanying E2 form the income tax return of the last six months.
For the inclusion of their residence in the program, the owners will receive 100% support for energy upgrade/renovation/repair costs with a maximum limit of €10,055.00 (not including 24% VAT). 50% of the aid will be given as an advance payment after the submission of the assessment study of the upgrade/renovation/repair that will be prepared by each owner, in collaboration with a civil engineer of their choice from the relevant register of the TEE. There will also be the provision of support and mediation services during the conclusion of the lease and during its duration. conclusion of the lease, they will be beneficiaries of a welfare rent subsidy program, with a rent that is 30% lower than the limits of the free market. The minimum rent they will receive is set at 5% of the objective value of the property, divided over twelve (12) months, while the final will be set after an on-site inspection by the engineer-appraiser of Development Athens SA. at their residence. The mechanical appraiser will carry out an on-site inspection only of the residences that have been selected to join the Program, during which the image of the property will also be captured. In addition, according to the current legislation, the annual adjustment of the rent can be up to 75% of the change in the Consumer Price Index (CPI) and
