The president of POMIDA, Mr. Stratos Paradias, referred to the successes of the owners’ organization with the establishment of support measures for property owners who suffer loss of income due to the pandemic, with the return of initially 30% of the reduction through tax offset and now, for the November reductions, a return of 50% directly to the owner’s bank account. It also stood for the right to register leases and property modifications as open-ended, as well as equating the COVID declaration deadline with the deadline for filing leases & solutions that were also a result of POMIDA’s struggle.

Referring to the “Save – Autonomy” program that starts in a few days, the president of POMIDA noted the difficulties – due to of the restrictive measures in force – a meeting of the general assemblies of the apartment buildings in order to decide the participation in the program, but also the bureaucratic obstacles for the issuance of VAT numbers and bank accounts for the management of the apartment buildings.

Commenting on the zoning bill that is being discussed in the Parliament, Mr. Paradias spoke of positive regulations but also of shortcomings, such as the fact that the ownership issue is not resolved for the off-plan properties for which the State asks the owners for titles dating back to 1885!

During his intervention the Deputy Minister of Environment and Energy Mr. Nikos Tagaras announced that the Ministry of the Interior is working on proposals for the time to which the proof of ownership rights is reduced. “We will deliver justice and provide a way out. We are obliged to support the public interest but we must also be fair to private property. There will be changes in these issues”, said the deputy minister.

Mr. Tagaras noted that by the end of February 2021, forest maps should be posted throughout the Greece and by the end of next year 90% will have been sanctioned and only objections and objections will be adjudicated. He added that the completion of the forest maps is a prerequisite for the completion of the Cadastre, while he announced that efforts are underway to interconnect all relevant information systems, including E9.

The PEN Deputy Minister also presented in detail the regulations for the limitation of off-plan building on exceptionally even parcels of land, the solution given for land expropriations in order to stop the hostage-taking – as he characteristically mentioned – of the owners, but also for the transfer of the building factor that will ultimately work in favor of the owners of listed buildings.

He added that – due to the pandemic – transactions with DOUs are witnessing to non-existent as a result of which hundreds of real estate sales are canceled or put on hold. And he emphasized that the next day will bring the complete computerization of the process of collecting documents for real estate transfers, with the implementation of the electronic file in which the required certificates from all the involved bodies (AADE, TEE, Municipalities, Forestry services, etc.) will be collected electronically .). In this way, as he mentioned, it will be automatically verified if and where there is a delay.

Mr.AntonisMouzakis, strong>Economist, Accountant, Tax Technician. stated that for transfers and parental benefits it is possible to submit the file to the DOU online, despite the difficulties that have been pointed out. In relation to the changes in taxation he referred to the abolition of the solidarity levy on rental income in 2020, while reminding that landlords will have to correct any discrepancies between the COVID declaration and the rent slip filed with the DOU in order to benefit from the 50 % of the reduction.

The Vice President of POMIDA and President of the Association of Real Estate Owners of Thessaloniki (ENIATH) Thessaloniki Lawyer Mr. Kostas Haidoutis referred to difficulties faced by property owners in managing their properties during the corona virus period, especially in Thessaloniki which is affected by the pandemic.

Lawyer A.P., General Secretary POMIDA Mr. Anastasios Vappas underlined that there are many cases where even the 40% reduced rent is not paid. In them, while theoretically there is the possibility of issuing a performance order or a payment order, in practice (due to the restrictive measures) the acts are not issued or not notified, with the result that property owners are unprotected.

The Id. Secretary of POMIDA, president of the Association of Real Estate Owners of the Prefecture of Achaia (EIANA) Patras Lawyer Mrs. Kyriaki Athanasiadis noted that the demand for student houses this year was minimal while there are many cases where students terminate the leases and leave the houses but due to the pandemic they cannot take their things and as a result the properties remain seized.

According to the president of the Regional Council of Western Greece, Mr. Takis Papadopoulos, the decrease in demand for student housing reached 50%, while he requested the extension of the “Excoionamo” program to commercial properties as well.

Tax Advisor of the Information Office of POMIDA, Mr. Alkis Kofos, analyzed the deadlines for filing and correcting the leases and the COVID declarations and the main mistakes and problems faced by property owners in the process of returning the amounts they are entitled to from the rent reductions.

The Insurer, Head of the POMIDA Members Buildings Insurance Program Mr. Nikos Kehagiaoglou presented the advantages of the POMIDA-Interamerican program for the insurance of the buildings of the members of the Federation.
