YPEN: EXTENSION UNTIL APRIL 1ST FOR BUILDING IDENTITY!

Until April 1, 2021, the same information states, the engineers’ certificates will normally be valid for real estate transactions and any other legal use. Due to the legislative provision that engineer certificates are valid for two months, it is officially stated that it will be stipulated that engineer certificates will be accepted with a date from January 31, 2021.

In the report of Ecopress.gr it is characteristically noted that the Panhellenic Federation of Property Owners (POMIDA) is the first to request the extension of the opening validity of the Electronic Building Identity, with a letter from the president of the Paradia Army to the new leadership of the Ministry of Foreign Affairs at the time of his swearing-in. Also, POMIDA requested, after the end of the six-month period, that the prescribed fines for not mentioning an Energy Performance Certificate (PEA) in real estate ads also run.

Information system

In the meantime, as is known since January 1, 2021 the information system of the Electronic Building Identity of the TEE is in pilot mode, issuing in paper and electronic form the prescribed documents for the properties which are the Extract of Building Identity / Divided Ownership and the Certificate of Completion of Building Identity/Divided Ownership.

It is noted that with the current legislative framework, new buildings (i.e. for those issued new building permits) and the older ones but at the time of their transfer. The Electronic Building Identity will be necessary for any real estate transaction, except for rentals.

Ministerial Decision

The final arrangements for the Electronic Building Identity are expected to be included in a ministerial decision of the Ministry of Internal Affairs, which is ready and expected to be issued by the competent Deputy Minister of Internal Affairs and Communications Nikos Tagaras within the next few days. The issuance of the relevant decision, which will determine aspects of the application of the Electronic Building Identity, is provided for in article 63 of the new urban planning law 4759/20.  It is pending, as it had been prepared by the previous PEN deputy minister Dimitris Oikonomou, without being processed, due to the reshuffles at the top of the political leadership of the Ministry of Foreign Affairs during the recent restructuring, a fact highlighted by SYRIZA, with a relevant statement by its department heads.
