SUBJECT: “Use of engineer’s certificate until March 31, 2022 regardless of the time of submission of the transfer statement”
Dear colleagues,
It was announced yesterday, 26.01.2022, by the Ministry of Foreign Affairs that a two-month extension is being given until 31 March 2022 to the possibility of completing property transfers through the engineer’s certificate without the obligation to draw up an Electronic Building Identity.
This extension – like the previous one until on 31.01.2022 – applies to ALL notarial acts of establishment or transfer of real rights regardless ofwhen the corresponding transfer tax declaration was submitted or will be submitted.

the extension of the validity of the engineer’s certificate until 31.3.2022 was requested by POMIDA from the policy leadership of the Ministry of Internal Affairs, in view of the two-month extension of the possibility of drawing up contracts with the old objective values announced by the Minister of Finance, Mr. Christos Staikouras, characterizing the latter as a “free gift” if it is not accompanied by the extension of the engineer’s certificates.

SUBJECT: Extension request validity of the engineer’s certificate until 31.3.2022.
Dear Minister, Deputy Minister
As known , the Minister of Finance Mr. Christos Staikouras announced the day before yesterday a two-month extension of the possibility of drawing up all kinds of transfer contracts with the previous objective values of real estate, i.e. until 31.3.2022, on the condition of timely filing of the relevant tax return.
This excellent initiative to facilitate the citizens, however, unfortunately it seems that it will change into a “Free gift” for the citizens concerned, due to the need to submit, from 1.2.2022, a “building identity” for every transferred property, of a new and untried process, which requires a series of unspecified documents and considerable time for its completion.
This is combined with the significant delay of many Municipalities of the country to issue TAP non-debt certificates, as a result of which the contracting parties and notaries are completely unable to complete thousands of notarial legal acts on time, a fact that is at the expense not only of the citizens concerned, but also of the State.
On this occasion, we ask you to reconsider and restore the possibility of regulating Class 5 arbitrary, which would be to the detriment of the national economy, but also the environment , to be definitively turned into abandoned “objects out of transaction”, through exclusively the submission of “building identification”, within the period of validity of the law on trespasses, with the prescribed gradual increases of the Uniform Special Fine.
For these reasons we request:
*To allow the parallel validity of the engineer’s certificate until 31.3.2022, so that it becomes possible for citizens to carry out legal actions with the applicable objective values.
*To provide the possibility to regulate arbitrary category 5 through exclusively the submission of building identification, within the deadline of the law , with the legal surcharges.
