TOPIC: LAND LAND: Expansion of electronic services and remote control of records!

Dear Ministers, Mr. General

Even before the outbreak of the pandemic, significant problems had arisen in relation to the to check titles and entries in the cadastral sheets of the National Land Registry, due to the fact that with the abolition of paper cadastral sheets, the check could now only be carried out electronically. However, in most operating land offices, the number of available terminals was not sufficient, in order to serve all the interested professionals, lawyers, notaries, engineers and bailiffs in a timely manner, who would have to carry out a check on them. Of course, the problem intensified and in some cases has led to an absolute deadlock in real transactions, due to the measures to avoid the spread of the coronavirus.

Actually, today in most land offices in the country, the inspection time per interested party is very limited (half to one hour), while appointments are given for inspections after one to one and a half months, as a result of which it is absolutely impossible to carry out an effective inspection, especially in urgent cases in which a final check should be made on the eve or on the day of a real transaction. At the same time, in many of the operating cadastral offices that do not serve electronically, long delays are observed in the issuance of the required certificates, cadastral sheets and extracts, as a result of which they are issued several days later and delivered to the concerned citizen after a new appointment.

For all these reasons and because apparently the measures to avoid the spread of the coronavirus will be applied for a long time to come, but also because of the understaffing of many land registry offices and the difficulty of staff to respond to the requests of citizens and interested professionals, those involved in real transactions, legal and technical representatives of citizens (lawyers, notaries, engineers and bailiffs) should be immediately given the ability to carry out a remote check on the entries of the National Land Registry, from their offices, using their special identification code, so that they are not required to go every once at the headquarters of the land registry office with all the delays this entails, so that the real transactions can be accelerated as much as possible.

Then you should to give ordinary citizens the right to access the cadastral records of the assets they own.   

At the same time, the electronic services of the National Land Registry should be expanded, occupying all functioning land offices, so that they can be issued automatically and remotely the required cadastral sheets, excerpts and diagrams, without their publication burdening the citizens with unnecessary travel, inconvenience and expenses on the one hand, and on the other hand the already burdened staff of the cadastral offices with an additional duty which could be served electronically.
