POMIDA: MEASURES OF DEH FOR HOUSING: THE POSITIVE, THE NEGATIVE AND THE FORGOTTEN!

*The doubling of the student rent allowance, for 50,000 students, for co-housing which is also the appropriate form of housing to reduce costs for their families.

*The construction of modern student residences with 8,150 seats at the Universities of Crete, Thessaly, Western Macedonia, Thrace and Western Attica, a years-long neglect of our State towards its youth.

However, the student allowance, like any rent allowance, should be paid directly to the beneficial owner , as it was intended and done in the past, so that it is certain that the purpose for which it is paid for by the taxpayers’ money will be fulfilled. 

To relieve the pressure in the residential housing sector, through the purchase, renovation and construction of housing, and not by rental measures which would have disastrous results for everyone, and primarily for the tenants, the following important measures were announced, of which we are certainly waiting for the individual specialization:

The housing market in urban areas with old buildings by 10,000 young people aged up to 39 through interest-free lending with a fund of 500 million euros from state and bank co-financing.

The creation of a new program “Save and Renovate” where up to 20,000 new beneficiary home owners will receive up to 20,000 euros for energy interventions in them, together with an additional support of 3,000 euros and a low-interest loan of 7,000 euros.

*The renovation of at least 10,000 closed apartments through the granting of a state subsidy of up to 10,000 euros (that is, up to 40% of the cost ) to their owners, in order to then rent them out on long-term leases.

The construction and offering of new housing to the market for rent through the reconstruction by private individuals in exchange for state-owned unused real estate. strong> to €500,000, apart from the certain reduction of capital imported into the country, there is a well-founded fear that it will significantly slow down the pace of the hitherto rapid renovation of small apartments in the old urban districts. 

The measures are also positive:

* For the construction activity in general, the annual extension of the VAT suspension.  and

* For energy, the financing of the construction of 250,000 small solar panels on residential roofs, in businesses, etc., which in our opinion should not be subject to in terms of income or other criteria.

In addition to the above and despite our constant highlighting, a number of very serious requests concerning home owners still remain unresolved , such as:

-The reduction by -10% of the three coefficients of the rental income tax scale, the only tax scale without the slightest reduction, which will help reduce rents.

-The inability of tens of thousands of desperate and resentful apartment owners to transfer them even with parental allowance, when they have a small difference in area with their neighbors, because the modification of the horizontal ownership structure of the building requires the signatures of all the other co-owners of the building, which is absurd but also practically impossible.

– The enactment of the automatic suspension of municipal cleaning and lighting charges when the electricity supply to the property is interrupted, so that tens of thousands of property owners throughout the country, who did not know it, stop falling into this immoral state “trap”…

-The establishment of a five-year statute of limitations, as is now applicable in the State, and a maximum fine of 50% on the debts of property owners to Municipalities and the wider public sector.

-The need to extend the deadline for issuing building permits for plots under 4,000 sq.m., which expires in December, resulting in their complete invalidation.
