The new revised Energy Performance of Buildings Directive (EPBD) was approved by the European Parliament which upgrades the existing regulatory framework (agreed in 2018) for member states.

The draft law of the Ministry of National Economy and Finance was voted in the Parliament, which includes the new stricter conditions for the granting of a five-year residence permit to citizens of third countries (Golden Visa).

Important developments, both positive and negative, were reserved for real estate at the end of the year, with regulations adopted respectively by the relevant institutional actors, either following requests from POMIDA, or ignoring the protests and our warnings about their effects, not only on real estate but also more broadly on the economy.

These regulations and their consequences will be discussed during 40th Anniversary Annual Panhellenic Conference of POMIDA, which will be held on Saturday, 28.1.2023 (10 a.m.) at the Amphitheater Diokiti T. Karatzas of the National Bank, Aiolou 82 -84, in the presence of representatives of the government, political parties and Local Government, and the New Generation of POMIDA executives from all over the country will be officially presented.

A letter to the Prime Minister and the relevant Ministers was sent by the Panhellenic Federation of Property Owners (POMIDA) together with the Association of Short-Term Property Leasing Companies of Greece (STAMA – www.stamagreece.gr), in which they emphasize that the unilateral measures in favor of hoteliers promoted for legislation against short-term rentals lead not to regulation, but in complete economic strangulation of property owners, their managers, employees and their families but also suppliers, businessmen, shopkeepers and the local communities of our country. But also in a huge loss of public revenues, which will require the imposition of additional taxes at the expense of the citizens.

The organizations are asking for a dialogue before it is too late. , for an arrangement that will not unilaterally aim at the interests of hoteliers but at the general interest of the country and its society, so that we all win, and first of all the tourism of our country!

The Timarithm for the month of October decreased further, to 9.1%. While the rhetoric about huge rent increases continues, with the persistent display of individual “provocative” cases, which harms the tenants themselves, ELSTAT finds that the impact of house rents on the Consumer Price Index was only 0.02%! !!The increase in VAT due to the increases in the following groups:

• *8.6% in the “Hotels- Cafes- Restaurants” group, mainly due to price increases in: restaurants – pastry shops – cafes – canteens, hotels – motels – inns.
• *4.2% in the “Other goods and services” group, mainly due to an increase in prices in: hairdressers and personal care shops, other items individual care.
  

Published decision no. Α.1156/3.11.2022 (Government Gazette B΄5646) with all the details for this year’s heating allowance, granted through an application on the AADE platform MyHeating.

Beneficiaries are natural persons single or married or widowed or persons who have entered into a cohabitation agreement or are separated or divorced, who for their heating consume – internal combustion heating oil
– or lighting oil (blue kerosene)

– or natural gas or LPG or firewood

– or biomass (pellets)

– or thermal energy through district heating

Especially, for married people or persons who have entered into a cohabitation agreement, the beneficiary is the person liable to submit the income tax return according to article 67 of the Civil Code or one of the two in case of submission of a separate declaration.

The Save program is open for public consultation from October 26 -Renovate for young people aged 18-39, amounting to 350 million euro, co-financed by Community funds, under the program for cheap housing for young people. Meanwhile, according to journalistic information, the publication of the subsidy program for the renovation of old houses, which according to the data of AADE, have remained vacant for a long time, is imminent. 

According to the Ministry of the Interior, the new program, which is part of the Government’s broader Social Housing Policy, “My house!”, > announced by the Prime Minister Kyriakos Mitsotakis at this year’s Thessaloniki Fair, enables 20,000 young people to upgrade their energy and renovate their home. 

The Program is divided into two sections:

Question to the Minister of Environment & of Energy, Kostas Skrekas, was submitted by Thessaloniki Member of Parliament Dimitrios Kouvelas on the subject: “Necessary additional extension of the deadline for the issuance of a Building Permit for properties that can be built by derogation – outside the plan, in accordance with Law 4759/2020”. In his question, the Member of Parliament refers to Law 4759/2020 concerning the “Modernization of Spatial and Urban Planning Legislation”, the provisions of which set restrictions on off-plan construction and set the restriction until December 2022, to issue a building permit to the properties that have those that are to be considered unbuildable in the coming years and requests the granting of an extension for the issuance of building permits for the deviatingly buildable properties for a reasonable period of time, with relevant legislation, so that citizens are freed from pressing deadlines and local Construction Services not to be burdened with an additional workload due to the tight deadline that has been set.

The official operation of electronic platform for the submission of requests for regularization of residential buildings, “located in residential areas, forests and woodlands”, with a fee of 250 euros, an engineer’s certificate and certain supporting documents, in order to be immediately put under “special protection status”, with the prospect of legalization, as long as they meet the conditions, after the approval of the Forest Maps.

The Ministry of the Interior announced that “on October 5, 2022 the official operation of the electronic platform for submitting an application to be included in the favorable regulations of chapter VI HOUSING DENSIFICATION of Law 4685/2020 (articles 50-55), which was developed in cooperation with the Ministry Environment and Energy, with the Hellenic Land Registry. The deadline for submitting requests is set for December 31, 2022.” In the meantime, a six-month operation of the platform has been instituted and it is almost certain that an extension will be given.
