ENIATH: REDUCTION OF MUNICIPAL CLEANING-LIGHTING FEES OF THESSALONIKI FOR 2023!

En.I.ATH requested a reduction of the municipal cleaning and lighting fees of the Municipality of Thessaloniki in a letter to the Mayor of Thessaloniki Mr. Konstantinos Zervas for the year 2023, adding that the reduction this is completely possible for three specific reasons:

  1. POMIDA’s proposal to the Government for the voluntary declaration of undeclared legalized areas has already been adopted and implemented two years ago of buildings without retrospectives, with the result that the Municipality of Thessaloniki collects increased revenues from the declared millions of square meters of buildings that now pay municipal fees,
  2. With the recent increase in property values, revenues from TAP also increased and

  4. Since the implementation of the Municipality’s program for municipal lighting with almost zero-consumption LED lamps, the cost of municipal lighting has already been significantly reduced, and will be reduced even more with the implementation of energy-saving measures in the municipalities.

THE DECISION FOR THE BENEFICIARIES OF THE HEATING ALLOWANCE!

Published decision no. Α.1156/3.11.2022 (Government Gazette B΄5646) with all the details for this year’s heating allowance, granted through an application on the AADE platform MyHeating.

Beneficiaries are natural persons single or married or widowed or persons who have entered into a cohabitation agreement or are separated or divorced, who for their heating consume – internal combustion heating oil
– or lighting oil (blue kerosene)

– or natural gas or LPG or firewood

– or biomass (pellets)

– or thermal energy through district heating

Especially, for married people or persons who have entered into a cohabitation agreement, the beneficiary is the person liable to submit the income tax return according to article 67 of the Civil Code or one of the two in case of submission of a separate declaration.

IN PUBLIC CONSULTATION “SAVING-RENOVATE” FOR YOUNG PEOPLE 18-39 YEARS OLD!

The Save program is open for public consultation from October 26 -Renovate for young people aged 18-39, amounting to 350 million euro, co-financed by Community funds, under the program for cheap housing for young people. Meanwhile, according to journalistic information, the publication of the subsidy program for the renovation of old houses, which according to the data of AADE, have remained vacant for a long time, is imminent.

QUESTION OF THE THESSALONIKI MP DIMITRIS KOUVELAS ON THE EXTENSION OF THE DEADLINE OF L.4759/2020!

Question to the Minister of Environment & of Energy, Kostas Skrekas, was submitted by Thessaloniki Member of Parliament Dimitrios Kouvelas on the subject: “Necessary additional extension of the deadline for the issuance of a Building Permit for properties that can be built by derogation – outside the plan, in accordance with Law 4759/2020”. In his question, the Member of Parliament refers to Law 4759/2020 concerning the “Modernization of Spatial and Urban Planning Legislation”, the provisions of which set restrictions on off-plan construction and set the restriction until December 2022, to issue a building permit to the properties that have those that are to be considered unbuildable in the coming years and requests the granting of an extension for the issuance of building permits for the deviatingly buildable properties for a reasonable period of time, with relevant legislation, so that citizens are freed from pressing deadlines and local Construction Services not to be burdened with an additional workload due to the tight deadline that has been set.

THE PLATFORM FOR DECLARING ARBITRARY DWELLINGS IN FOREST RESIDENTIAL CONCENTRATIONS IS OPEN!

The official operation of electronic platform for the submission of requests for regularization of residential buildings, “located in residential areas, forests and woodlands”, with a fee of 250 euros, an engineer’s certificate and certain supporting documents, in order to be immediately put under “special protection status”, with the prospect of legalization, as long as they meet the conditions, after the approval of the Forest Maps.

The Ministry of the Interior announced that “on October 5, 2022 the official operation of the electronic platform for submitting an application to be included in the favorable regulations of chapter VI HOUSING DENSIFICATION of Law 4685/2020 (articles 50-55), which was developed in cooperation with the Ministry Environment and Energy, with the Hellenic Land Registry. The deadline for submitting requests is set for December 31, 2022.” In the meantime, a six-month operation of the platform has been instituted and it is almost certain that an extension will be given.

POMIDA: MEASURES OF DEH FOR HOUSING: THE POSITIVE, THE NEGATIVE AND THE FORGOTTEN!

POMIDA TO THE PRIME MINISTER: INCENTIVES FOR THE RENOVATION AND OFFERING OF DWELLINGS FOR MAIN RESIDENCE USE!

POMIDA sent a letter to the Prime Minister regarding its proposals for creating incentives to increase the supply of rental housing, in view of his announcement to the TIF of measures on this matter.

In its letter, POMIDA points out that a successful intervention by the State for the renovation and offer to tenants, of houses for main residence use, should include serious incentives to increase landlords, improving the operating framework of the private sector, and available houses on the market, essentially helping the energy and functional upgrading of existing houses that gradually have put off the market due to the inability of their owners to renovate them. Any other “rental type” measure will take us 50 years back, with the first victim being the tenants themselves, and especially their new generation!

AADE: AMENDING STATEMENTS WITHOUT FINE DUE TO “CEILING” ON PROFESSIONAL LEASES AND DUE TO CHANGE OF LAW OR COURT DECISION!

With a new decision of the AADE (A.1112/2022) signed by its Governor Mr. Giorgos Pitsili and published in the Official Gazette, elements of the decision are amended POL.1162/2018 entitled “Submission of Real Estate Lease Information Declaration using an electronic method of communication via the Internet”, whichresolves a series of important problems of real estate lessorsarising from the operation of the Declaration application of Property Leasing Information of AADE, some of which he had marked with letter of POMIDA.

NEW REGULATION FOR FORESTED FIELDS: THE PUBLIC CLAIMS THEM ONLY IF IT HAS TITLE!

The circular of the Ministry of Internal Affairs entitled “Instructions for the implementation of the provision of Article 67 of Law 998/1979 on forested fields, as applicable after its replacement by Article 93 of Law 4915/2022 (A΄ 63)”, which defines how the Forestry Commissions will deal with the owners who have filed objections to the forest maps and at the same time for the same areas have initiated the procedure to enter the their possession as wooded fields. The regulation concerns 6.9 million hectares of forested fields throughout the country, approximately 6% of the total area of ​​the Forest Maps, which due to the abandonment of agricultural activities gradually turned into forest land, with the result that their ownership by the State is disputed . 

According to the new regulation, only for the lands for which the public holds specific title deeds will it display ownership rights, otherwise the competent Forestry Service will grant the interested party upon his request and in order to transfer the area, relevant “Certificate of the non-existence of fundamental elements of the State’s right of ownership”.
